The Lagos State Public Procurement Agency (PPA) is charged with the responsibility of formulating policies and guidelines relating to procurement in Lagos State as well as certifying all procurements prior to, during and after the awards of contracts.
A constantly evolving external context presents both opportunities and threats to the Agency. As a part of the State Government’s current Agenda which involves Making Lagos a 21st Century Economy, governing business processes must be reviewed for continuous improvement and redesigned where necessary, to work efficiently in the fast-evolving context of the 21st century.
The purpose of the engagement was to promote cross-functional visibility and provide a sound blueprint for the successful execution of MDAs’ initiatives. The key objective was to clearly identify and overcome any existing gaps and challenges in existing procedures and processes through a fundamental rethinking and redesign of the current process universe, with a strong focus on creating and unlocking value.
Some of the expected outcomes include the establishment of organisational assets that support the achievement of PPA’s strategic objectives and MDAs’ compliance through the standardisation and optimisation of key procurement processes across the Agency in a way that ensures efficiency and statewide adoption. As such, process simplification and proactive change management were vital to the success of the engagement.
